Health Economics modelling

Having become a key consideration for all stakeholders in the healthcare system, the economic dimension is playing an increasingly significant role in the evaluation of innovative strategies. It involves the use of complementary methodologies and a variety of modelling approaches. Data derived from patient experience (PROMs and PREMs), as health outcomes, must be taken into account in economic analyses.

Consultants in CEMKA’s HEOR division have recognised expertise in the economic evaluation of innovative healthcare strategies (health products, care pathways, e-health solutions).

We offer a wide range of services:

Health economics studies

  • Efficiency studies: cost-effectiveness studies, cost-utility studies, cost-benefit studies of healthcare products or healthcare strategies
  • Modelling: design, development and adaptation of medico-economic models (decision trees, Markov models, discrete event simulation, microsimulations, dynamic models, etc.)
  • Adaptation or development of budget impact models
  • Epidemiological models

Economic simulation studies

  • Development of tools to simulate the economic, organisational and/or environmental impact of care pathways, health strategies or treatment modalities, intended for healthcare organisations (e.g. hospitals)

Cost studies

  • Collection of data on costs, resources consumed and out-of-pocket expenses in the French context
  • Micro-costing and/or gross-costing studies
  • Disease burden (costs and cost determinants)

Patient-centred research

  • Quality of life studies: observational study, systematic review
  • Mapping study
  • Patient-perceived quality of care – PROMs and PREMs indicators
  • Study to identify the preferences of patients and healthcare professionals

Evidence synthesis

  • Literature review: targeted review, systematic literature review, gap analysis
  • Statistical analysis methods: survival analyses, meta-analyses, indirect comparisons, etc.

Strategic support

  • Health Technology Assessment: multidisciplinary evaluation across multiple dimensions (medical, economic, regulatory, organisational, etc.)
  • Organisation of expert panels

Communication

  • Writing of scientific articles
  • Preparation of scientific abstracts and posters for presentation at conferences
  • Delivery of training and teaching

Our assessments are carried out in various contexts

  • CEESP dossiers
  • CEPS dossier
  • Medical-economic case studies for stakeholders (industry, hospitals, ARS, etc.)
  • Health technology assessment (HTA) as a basis for reimbursement decisions or in the form of independent reports
  • Hospital research projects (PHRC, PRME)
  • Derogation mechanisms: innovation packages, PECAN, RIHN applications, Article 51 trials
  • Organisational impact assessment

Key points

  • Our services cover all innovative healthcare strategies: medicines, medical devices, vaccines, care pathways and e-health solutions
  • Beyond economic analysis, our services focus on evaluating health outcomes and cost data as a whole.
  • Our services are aimed at a wide range of healthcare stakeholders: hospitals, pharmaceutical companies, start-ups, institutions and associations.
  • Our areas of expertise are not limited to the regulatory frameworks set by the Haute Autorité de Santé.
